Halff furnished an alternate route for I-10 through downtown El Paso and relieved congestion via a route study and schematic design for this new four-lane tolled facility.
Several constraints challenged design completion such as international crossings, historic neighborhoods, Rio Grande drainage restrictions, hazardous materials sites and downtown traffic.
Halff completed the planning process by using the Context Sensitive Solutions technique, during which the public provided input on the project’s design and aesthetic enhancements.
