Franklin Boulevard was an urban roadway design project with a focus on flood mitigation, utility improvements and corridor enhancement. Halff designed improvements such as the conversion of an open drainage conveyance system to a continuous concrete box culvert, decreasing four existing lanes to two; and adding bike lanes, a multipurpose trail and a sidewalk.
To establish a sense of place for this corridor, pedestrian crossings with patterned crosswalks, decorative street lighting, hardscape amenities and landscaping plantings were provided. This unique assembly of design components has further transformed this roadway into a gateway for Cascades Park, a 25-acre urban park with a variety of passive-use recreational amenities.
